Open the two images you want to combine in Photoshop Elements. Click the Maximize button at the top right of either image window, or use Window, Images, Cascade to show the images side by side. Select the Move tool from the top-left of the toolbox (or press V), click on the image you want to overlay - the skyline, in our case - and drag it on to the other.
