You can always cheat. Here, we've used Effects/Geometric Effects/Wind in Paint Shop Pro 7 (more convincing than Motion Blur). The whole car was selected and a mild effect applied, then the front wheel was selected and the effect redoubled. Of course, the car here was in fact stationary, but who's to know?
